Founded in Thimphu as a management training institute, ILS was built on a simple idea — that strong institutions are driven by capable people. As our work expanded across Bhutan, we recognized that training alone was not enough.
Today, ILS has evolved into a multi-disciplinary firm delivering consulting and capacity-building services across Bhutan. Our work spans local governance, gender equality, community engagement, programme evaluation, and institutional strengthening — from national-level initiatives to grassroots implementation across Dzongkhags and Gewogs.
